The Department and Position

The Information Systems Technician provides assistance and support to staff in all City departments in the installation, modification and trouble-shooting of hardware and software for personal computers and networks and related work. Information systems duties are of a routine to complex nature under the general supervision of the Information Systems Manager.

The position assists the Information Systems Manager in all phases of division work, including the heavier labor tasks such as relocating pieces of equipment and supply acquisition and delivery. The Technician works with departments to assess their hardware and software needs, configures commercial software to meet needs, serves as liaison with hardware and software vendors, makes routine hardware upgrades and repairs, and refers other repair to vendors.

The position also provides support for the surveillance camera systems, including hardware and software troubleshooting and troubleshoots problems with telephone systems, providing general support in this area.

The "Ideal" Information Systems Technician

It is anticipated that the Information Systems Technician will be a team-oriented individual. Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience and Training:

  • A minimum of one year of experience in developing computer applications required in the job.
  • Equivalent to a Bachelors degree from an accredited college or university with major course work in computer science or related field. Additional experience may substitute for some of the training.
  • Possession of or ability to obtain a valid Class C California Driver's License.

Knowledge, Abilities and Skills:

  • Knowledge of personal computer hardware and operating systems.
  • Knowledge of computer networks hardware, cabling principles, network operating systems, and principles of network architecture.
  • Basic knowledge of Internet functioning and architecture.
  • Knowledge of standard PC applications, including database, word processing, spreadsheets, Web browsers and similar computer software.
  • Ability to troubleshoot PC hardware and software problems and make modifications and repairs, telephone systems and surveillance camera systems.
  • Ability to prepare clear and concise program documentation, user procedures, reports of work performed and other written materials.
  • Ability to provide guidance and technical support to PC users in person or by phone.
  • Ability to instruct departmental staff in the operation of computer applications, including explaining system concepts to non-technical users.
  • Ability to relocate a variety of equipment and supplies.
  • Ability to make sound independent decisions within guidelines.
  • Ability to establish and maintain effective working relationships with those encountered in the course of work.
  • Ability to work hours outside of normal business hours.

The Evaluation & Selection Process

The evaluation and selection process may consist of an initial application and/or supplemental questionnaire screening, a written examination and a qualifications appraisal panel interview.

Those persons deemed to be best qualified will have their names placed on an employment list which will be used by the City for final interviews and appointment.

The selected candidate must successfully pass a background check, including fingerprinting. A medical exam will be given following a conditional offer of employment. If special accommodations are needed at any stage of the selection process, please contact the Employee Services Office. Medical documentation must be provided upon request.

Compensation & Benefits

The City provides an excellent compensation package consisting of the following:

COMPENSATION

A monthly salary ranging from $4050 to $4925. Appointment may be made at any of the five steps within this range depending, in part, upon qualifications.

BENEFITS

  • Health Plans: Choice of three plans. City contributes up to the Kaiser family premium.
  • Dental: The City contributes the full monthly premium for the employees and their dependents.
  • Short and Long Term Disability: The premium is paid by the City. Coverage is 67% of base monthly salary.
  • Life Insurance: The City pays the full premium for life insurance. Coverage equals the employee's annual salary to the nearest $1,000. Additional accident insurance available at employee's cost.
  • Vacation: 11 days after one year of service, additional days earned with additional years of service.
  • Holidays: 15 ½ paid holidays annually.
  • Sick Leave: Sick leave is accrued at 8.75 hours per month with no maximum accrual.
  • Longevity: $1,000 annually after completion of 15 years of service.
  • Bilingual Pay: $50 per month for approved languages.
  • Retirement: The City has the 2.7% at 55 PERS retirement plan, with the City paying all but 1% of the employee's portion of the retirement contribution. The City and employee each pay their own contribution to Social Security.
  • Deferred Compensation: A deferred compensation plan is available for employee contributions.
  • Flexible Benefit Plan: This plan provides for pre-tax contributions to health and dependent care.
  • The position is union represented and will require union fees.
