Division Overview

The Administrative & Support Services Division plays a critical role in ensuring the effectiveness of the Department. Its mission is to manage and support Police Department programs so that services provided are consistent with the expectations of the community and established standards. The Division helps prepare and monitor the department's budget, provides for facility maintenance and management; coordinates capital purchases, and administers grant funds from many State and Federal programs. The Division encompasses the Records Bureau, Personnel & Training and the Cadet Program.

Police Department Noted for Providing Public with Law Enforcement Information

The El Cerrito Police Department was among the seven agencies recently noted for having the highest legal compliance level regarding providing law enforcement information to the public.

In October, a Sacramento-based public interest organization conducted an audit on 116 law enforcement agencies across California to examine public access to law enforcement information. El Cerrito scored a perfect 100 out of 100.

Records Bureau
The Records Bureau is staffed by five Records Specialists, one Senior Records Specialist and one Records Supervisor. It provides public assistance at the front counter. It processes, distributes and maintains public record information to meet state and local mandates. All police reports are entered into various automated and manual systems to meet legal requirements. Records is responsible for maintaining compliance with all reporting of statistical data to the FBI, DOJ and other related entities. The Records Bureau deals with on-going inspections of our jail facility, and records requirements.

Personnel and Training
Personnel and Training is run by a police sergeant. The sergeant is responsible for advertising, recruiting, and testing of all employee classifications within the Police Department in coordination with the City of El Cerrito Employee Services Department and oversees and administers all pre-employment applicant testing.

He/She also enrolls personnel in ongoing training as needed, and maintains training standards and records as required by State of California Commission on Peace Officer Standards and Training (POST) requirements and guidelines. The unit also coordinates the attendance of recruit officers at law enforcement training academies sponsored by the Alameda County Sheriff's Academy. It develops, researches, and writes Police Department training policy when necessary and coordinates in-house annual training sessions. This unit also oversees the equipment supply for the officers in the field, including safety gear and personal protective equipment.

Police Cadet Program
The Police Cadet Program is designed to provide college students with the opportunity to work in the public safety field while attending school. The position provides on-the-job training for students desiring careers in law enforcement.

The Cadet Program is open to currently-enrolled college students who possess a high school diploma and a valid California driver license. Applicants must complete a City of El Cerrito application and pass a pre-selection interview, and successfully pass a background investigation, including a polygraph exam and fingerprinting.

Cadets obtain valuable work experience through training sessions, administrative assignments, ride-alongs with police officers and detectives, and other related tasks. Some use their employment with the department to get units for internships through their colleges or universities.
