On January 7, 2003 at approximately 2:45 AM, Officer David Alvarez conducted a traffic enforcement stop on vehicle near Cutting Bl and Fairview Dr. During his contact with the driver, Officer Ian Wong saw a handgun inside the violator vehicle, under the driver’s seat. The driver of the vehicle was identified as Deandrew Walker, a 22 year old resident of Richmond. Walker was arrested for possession of a loaded and concealed firearm inside a vehicle. Officer D. Alvarez conducted a thorough investigation and determined the firearm was reported as stolen by the Suisun City Police Department. Walker was booked for possessing the loaded firearm and possession of stolen property and transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a criminal complaint with the office of the District Attorney. On January 10, 2003 at approximately 1:00 A.M., Officer Greenwood made a traffic stop on San Pablo Avenue near San Jose Avenue. The vehicle, a green Toyota Rav4, matched that of a suspect vehicle that was reportedly involved in one or more auto-burglaries. During his investigation, Officer Greenwood determined that the vehicle had just been stolen from the 1700 block of Arlington Boulevard in El Cerrito where an additional vehicle had also been burglarized. Arrested was Frederick Darnel Strong, a 32-year-old resident of San Francisco. Strong was booked on charges of auto theft and several counts of auto burglary and is being held at the Martinez Detention Facility. The El Cerrito Police Department will seek a criminal complaint with the Contra Costa County District Attorney’s Office. On Sunday January 12, 2003 Officer Zink conducted a traffic enforcement stop in the area of Gladys Ave near Lexington Ave. The driver of the vehicle was arrested on an outstanding warrant. During the investigation the driver was found in possession of methamphetamine, drug paraphernalia and burglary tools. Officer Zink arrested Alex Carillo (24) of St. Helena for possession of a controlled substance and booked him into the county jail. The El Cerrito Police Department will seek a criminal complaint with the Contra Costa County District Attorney’s Office. On January 13, 2003 the El Cerrito Police Department was dispatched to an altercation in the area of San Pablo Ave and Central Ave. On arrival, Officer Wong found three subjects involved in a verbal argument. During Officer Wong’s investigation, it was determined one subject, later identified as Divino Mattos Jr., resident of Richmond, used his vehicle to try and hit another person. Mr. Mattos was subsequently arrested for assault with a deadly weapon, his vehicle. Mr. Mattos was booked at the El Cerrito Police Department for assault with a deadly weapon. On January 22nd at approximately 1015 hours, Detectives from the Investigation Division of the El Cerrito Police Department responded to 5615 Central Ave on the report of a wanted person at this address. Arrested was Douglas Eureil Austin a 56 year old resident of El Cerrito. Mr. Austin was taken to the El Cerrito Police Department and booked on the outstanding warrant, containing seven separate charges. Mr. Austin was also booked on a felony charge of stalking and transported to the Martinez Detention Facility. On 01/16/03, Officer Greenwood responded to a petty theft suspect being detained by Target security personnel at 11450 San Pablo Ave. The suspect was identified as Herman Edward Lane, a 28 year old resident of Richmond. Target security watched as Mr. Lane concealed several items inside his jacket and left the store without paying. Once outside, Mr. Lane was stopped and placed under citizen’s arrest by the security personnel. During Officer Greenwood’s investigation, it was found Mr. Lane could have been responsible for two more thefts from the Target Store. Mr. Lane was booked at the El Cerrito Police Department on several burglary charges. Mr. Lane was taken to the Contra Costa County Detention Facility in Martinez. On January 17th at approximately 1600 hours Officer Tang responded to the Target store in the 11400 block of San Pablo Ave. on the report of an adult female in custody for shoplifting. She was identified as Dana Helena Mack 34 year old black female of Isleton. She was booked into the Martinez Detention Facility for theft with priors. A complaint will be sought with the Contra Costa District Attorney’s Office. On January 17th at approximately 2056 hours, Officer Zink served an arrest warrant at 922 Galvin. Officer Zink located and arrested the wanted subject, identified as James Matthew Larkin, resident of El Cerrito. Mr. Larkin was arrested on the outstanding warrant and during the arrest; a quantity of suspected methamphetamine was discovered. Mr. Larkin was booked at the El Cerrito Police Department on the outstanding warrant and for possession of drug paraphernalia and possession of a controlled substance. On January 18th at approximately 1950 hours Officer Zink responded to the Target store in the 11400 block of San Pablo Ave. on the report of an adult male in custody for shoplifting. The subject was identified as Collins, Rickey Roshawn 21 year old Black male of El Sobrante. Collins was booked into the Martinez Detention Facility for theft with priors. On January 18th at approximately 2030 hours, Officer Zink responded to Target to investigate a report of shoplifting. Arrested was Bernard Dennis, a 45-year-old resident of Richmond. Dennis was booked on charges of theft with priors and transported to the Martinez Detention Facility. A criminal complaint will be sought with the Contra Costa County District Attorney’s Office. On 01/22/2003 at approximately 2200 hours, a female victim was robbed near the Cal Fed Bank in the El Cerrito Plaza. The victim provided descriptions of her two assailants and provided officers with a suspect vehicle description. On February 20th Detectives from the El Cerrito Police Department arrested one suspect involved in the robbery. The suspect was identified as Richard Tatoowi a 31 year old resident of Richmond. Following the arrest of Tatoowi, the investigation was on going. During the investigation, an arrest warrant was obtained for the outstanding suspect. The suspect was identified as Deshawn Laverne, an 18 year old resident of Richmond. On 03/12/03, the Investigation Division of the El Cerrito Police Department received information Mr. Laverne was in the area of 1st and Bissell Ave in Richmond. With the assistance of the Richmond Police Department, Detective Bonini and Detective Cliatt responded to the area. Mr. Laverne was seen in the area and led officers on a short foot chase. A police helicopter was overhead and Mr. Laverne was captured in the 100 block of West Macdonald Ave. Mr. Laverne was booked for robbery at the El Cerrito Police Department and transported to the Martinez Detention facility. The El Cerrito Police Department will seek a formal complaint with the Contra Costa District Attorney’s. The subject was identified as Marcus Dwayne Watson 35 year old black male of Richmond. He was arrested for theft with priors and booked into the Martinez Detention Facility. On January 29th at approximately 0655 hours, officers from the El Cerrito Police Department were dispatched to the report of a sexual assault in the 11600 block of San Pablo Ave. Officers found a 28 year old white female, resident of Richmond, who reported being assaulted during the evening hours of 01/28/03. On 1/29/03, at approximately 1300 hours, the El Cerrito Police Department investigated a residential burglary that occurred at the 500 block of Kearney Street. After obtaining a suspect description, a subject was detained at the El Cerrito Plaza BART Station. The subject was found in possession of many items stolen from the residence. Arrested was Rasaun Kentrell Jones, an 18-year-old resident of Oakland. Jones was booked at El Cerrito P.D. on a charge of burglary (1st degree) and transported to the Martinez Detention Facility. Following the completion of our investigation, the El Cerrito Police Department obtained a formal criminal complaint with the Contra Costa County District Attorney’s Office on 1/31/2003. There are three additional suspects that are involved in this case. The investigation into their identities and whereabouts is ongoing.
