On 4/5/03, at approximately 0945 hours, Officer Wong was dispatched to the 6000 block of El Dorado to investigate a report of domestic violence. Upon his arrival he documented acts of violence that were perpetrated against the wife of the suspect. The suspect, Sergio Camacho, a 45-year-old resident of El Cerrito had fled in his vehicle prior to police arrival.

On 4/6/2003, Camacho was arrested at Jay Vee Liquors in El Cerrito while he was attempting to buy alcohol. Camacho was booked at the El Cerrito Police Department for spousal battery and transported to the Martinez Detention Facility.

The El Cerrito Police Department will seek a formal complaint against Camacho with the Contra Costa County District Attorney’s Office.

Report Number 03-6573

On 4/6/03, at approximately 0705 hours, Officer Tang stopped the driver of an ’85 Toyota Tercel that had been reported stolen. The motorist also had two warrants for his arrest and was suspected of being under the influence of a narcotic. Arrested was Laythin James Spooner, a 20-year-old resident of San Pablo. Spooner was booked at El Cerrito P.D. on auto-theft charges and later transported to the Martinez Detention Facility.

The El Cerrito Police Department will seek a formal complaint against Spooner with the Contra Costa County District Attorney’s Office.

Report Number 03-6607

On 4/6/03, at approximately 1935 hours, Officer Zink was dispatched to a report of a suspicious person at 11872 San Pablo Avenue. While en route, Officer Zink learned that the subject had been chased by a citizen to an area behind Taco Bell, near the BART tracks. Officer Zink located and detained the subject who was soon linked to two residential burglaries.

Arrested was Richard Ray Boothe, a 33-year-old transient. Boothe was booked at the El Cerrito Police Department on burglary related offenses and later transported to the Martinez Detention Facility.

The El Cerrito Police Department will seek a formal complaint against Boothe with the Contra Costa County District Attorney’s Office.

Report Number 03-6644

On 4/7/2003, at or about 1050 hours, Officer Tam was monitoring traffic at the intersection of Central Avenue and Liberty Street. Officer Tam observed a Toyota Corolla traveling westbound on Central Avenue and suspected that the driver and passenger appeared too young to posses a driver’s license. Additionally, this model car is a high theft vehicle.

When Officer Tam attempted to stop the vehicle, the driver failed to yield and led police on a brief pursuit which terminated at the intersection of Lassen Street and Carlson Boulevard. Both occupants exited the car and fled on foot, but were captured nearby in the bushes south of Cerrito Creek.

Arrested were two male juveniles who reside in Oakland. Both were booked at the El Cerrito Police Department for auto theft and felony evading (vehicle pursuit).

This case was later submitted to the Contra Costa County Juvenile Probation Department for disposition.

Report Number 03-4994/ 03-6721

On 4/8/03, at approximately 1715 hours, Officer Rogelio Alvarez responded to Target upon report of a shoplifter who was preparing to leave the store. Upon his arrival, Officer Alvarez located and detained the subject who was attempting to leave the store with several DVDs that he had not paid for. Arrested was Jamie Seed Camell, a 28-year-old resident of Richmond. Camell reportedly had been in the store earlier attempting to steal but abandoned the merchandise when he was spotted by security. Target also turned over surveillance video that showed Camell stealing a DVD player on March 14, 2003.

Camell was booked at the El Cerrito Police Department on three counts of burglary/shoplift and was transported to the Martinez Detention Facility.

The El Cerrito Police Department will seek a formal complaint against Camell with the District Attorney’s Office.

Report Number 03-6791

On 4/9/03, at approximately 1900 hours, Officer Molica was dispatched to Target upon report of a shoplift that had just occurred. While responding, Target security advised that the four juvenile suspects had fled on foot toward Walgreen’s. Officer Boutain located and detained the suspects who were identified by security.

The four subjects were booked at the El Cerrito Police Department on charges of shoplift/burglary and later released to a parent/guardian.

The El Cerrito Police Department will forward this case to the Contra Costa County District Attorney’s Office.

Report Number 03-6845

On 4/10/2003, at approximately 2025 hours, Officer Molica responded to the 1700 block of Manor Circle upon report of a suspicious, occupied vehicle. Officer Molica located a subject in the rear passenger seat. A routine check revealed the existence of a warrant for his arrest out of Long Beach for larceny. During a search of the vehicle Officer Molica located several balloons of suspected heroin.

Arrested was Thomas Martineau Smith, a 31 year-old resident of Long Beach. Smith was booked at the El Cerrito Police Department on charges of possession of controlled substance, being under the influence of heroin and the warrant. Smith was later transported to the Martinez Detention Facility.

Report Number 03-6849

On 4/10/03, at approximately 2155 hours, Officers from the El Cerrito Police Department were dispatched to Pizza Hut (11775 San Pablo Avenue) upon report of a hold-up alarm. Upon the arrival of the police, it was determined that a customer and her daughter, dissatisfied with the service they received, attempted to take a pizza by force. When the employee resisted, the suspects assaulted her and threw items from the counter, striking the employee.

Arrested were Jacqueline Carol Robinson, 39 years old and Jasline Berry, 20 years old, both residents of Richmond. Robinson and Berry were booked at the El Cerrito Police Department on robbery and assault charges and were transported to the Martinez Detention Facility.

The El Cerrito Police Department will seek formal complaints against Robinson and Berry with the District Attorney’s Office.

Report Number 03-6959

On 4/12/03, at approximately 0900 hours, Officer Keith was checking vehicles parked at the Freeway Motel. A DMV check of a particular Honda revealed that the car had been reported stolen. As Officer Keith was coordinating an effort to stake-out the car, a subject was seen getting into the Honda. Officer Keith approached the occupant and took him into custody.

Arrested was James Lee Wright, a 24-year-old resident of San Pablo. Wright was booked at the El Cerrito Police Department on a charge of auto theft and was transported to the Martinez Detention Facility.

The El Cerrito Police Department will seek a formal complaint against Hubbard with the District Attorney’s Office.

On 4/13/03, at approximately 1845 hours, Officer Zink was dispatched to Target upon report of a shoplifter in custody. Officer Zink contacted store security who alleged that the detainee had left the store with $225.00 worth of unpaid merchandise.

Report Number 03-7021

On 4/12/03, at approximately 2330 hours, Officer Greenwood was patrolling the parking lot of the El Cerrito Plaza. Officer Greenwood observed a subject exiting the dumpster area along the east side of the Plaza. A routine warrant check revealed the existence of a no-bail warrant for the subject’s arrest.

Arrested was Steven Michael Brayfield, a 43-year-old resident of Richmond. Following his arrest, Brayfield was found to be in possession of methamphetamine. Brayfield was booked at the El Cerrito Police Department for his warrant and narcotic charges and was transported to the Martinez Detention Facility.

The El Cerrito Police Department will seek a formal complaint against Brayfield with the District Attorney’s Office.

Report Number 03-7066

On 4/13/03, at approximately 1410 hours, Officer Tang was dispatched to a report of a suspicious person who was looking through garages and backyards. Upon his arrival, Officer Tang located and detained a subject on Lincoln Avenue, near Kearney Street. The subject was pushing a lawnmower that was later determined to be stolen from a nearby home garage.

Arrested was Terrance Orlando Luckadue, a 38-year-old resident of San Pablo. Luckadue was booked at the El Cerrito Police Department on a charge of burglary and was transported to the Martinez Detention Facility.

Report Number 03-7477

On 4/19/2003, at approximately 0400 hours, Officer Greenwood was booking a subject who he had arrested pursuant to a warrant. During a property inventory of the subject’s possessions, Officer Greenwood located a small baggie of suspected methamphetamine. A presumptive test was conducted and the substance tested positive for methamphetamine.

Arrested was Zachary Brown, a 40 year-old resident of Berkeley. Brown was booked at the El Cerrito Police Department on the additional narcotic charge. He was released per citation pending laboratory analysis and transported to the Martinez Detention Facility on the standing warrant violations.

Report Number 03-7699

On 4/22/03, at approximately 1425 hours, Officer Officer observed a subject driving a suspicious vehicle driving along the south lot of the El Cerrito Plaza. When Officer Tam checked the status of the vehicle by running the plate through dispatch, he was informed that the car was stolen. The subject parked near PetsCo and is later arrested while walking south towards Albany. Arrested was Lamon Dante B RANEY, a 23-year-old resident of El Cerrito. Raney was found to be in possession of shaved Toyota ignition key. Additional stolen merchandise was discovered inside the vehicle relating to an auto burglary that occurred earlier in the day in Berkeley. Additional narcotics (methamphetamine) was located on Raney’s person during booking.

Raney was booked at the El Cerrito Police Department on charges of auto theft, possession of stolen property and possession of controlled substances. Raney was later transported to the Martinez Detention Facility.

Report Number 03-7740

On 4/23/2003, at approximately 0300 hours, Officer Boutain was searching the area of San Pablo Avenue and Cutting Boulevard for a stolen vehicle that had been spotted in the area. Officer Boutain observed the vehicle, a gold Toyota Camry in the intersection and conducted a high-risk felony car stop. The occupants were taken into custody without incident and booked at the El Cerrito Police Department on a charge of auto theft and possession of stolen property.

Arrested were two juvenile subjects that were later released to their parents.

The El Cerrito Police Department will forward this case to the Contra Costa County Juvenile Probation Department for filing and disposition.

Report Number 03-7793

On 4/23/2003, at approximately 2340 hours, Officer Shaman responded to the 600 block of Kearney Street upon receipt of a reported domestic disturbance involving a knife brandishing. During his investigation Officer Shaman determined that the male subject had armed himself with a meat cleaver from the kitchen and began to threaten the occupants. In an attempt to disarm him, the subject’s girlfriend grabbed the knife and sustained a cut to her hand.

Arrested was Batbayar Sodnomdash, a 31-year-old resident of El Cerrito. Sodnomdash was booked at the El Cerrito Police Department on charges of Terrorist Threats and Brandishing a Weapon. He was later transported to the Martinez Detention Facility.

Report Number 03-7940

On 4/26/2003, at approximately 0611 hours, Officer Tang was patrolling to the rear of Walgreen’s when he observed a subject removing items from a cargo container. The items consisted of a variety of medications valued at approximately $5,000.00. Officer Tang took the subject into custody and found him to be in possession of burglar tools and drug paraphernalia.

Arrested was Antoine Eugene Smith, a 33 year-old transient. Smith was booked at the El Cerrito Police Department on charges of possession of stolen property and the other mentioned violations. Smith was later transported to the Martinez Detention Facility.

Report Number 03-8017

On 4/27/2003, at approximately 0320 hours, Corporal Hartung stopped two bicyclists in the 800 block of Kearney Street for equipment violations. At the time of the stop, Corporal Hartung observed one of the bicyclists throw a nylon pouch to the ground. When Corporal Hartung retrieved the pouch and examined its contents he discovered the presence of suspected controlled substance and drug paraphernalia.

Arrested was Robert Henry Fouke, a 29-year-old resident of Kensington. Fouke was booked on a charge of possession of suspected methamphetamine. He was released per citation pending laboratory analysis.

Report Number 03-8021

On 4/22/03, at approximately 0612 hours, Officer Wong observed a vehicle traveling at high speed and conducted a check of the license plate. When he learned that the 1991 Toyota Camry had been reported stolen Officer Wong turned to pursue the vehicle which had parked in the 3300 block of Belmont Avenue. Officer Wong took the three occupants into custody with the assistance of additional officers. Narcotics and additional suspected stolen property were also located during the arrests.

During his investigation, Officer Wong obtained information that led to the locations of numerous other vehicles that had been previously reported stolen.

Arrested were:
Marvin Brown, a 34-year-old resident of Richmond (driver)
Tonya Harrison, a 23-year-old resident of Albany (passenger)
Jason Vigil, a 23-year-old resident of El Cerrito (passenger)

Upon completion of booking, Brown was taken to the Martinez Detention Facility on charges of auto theft. Harrison and Vigil were released pending further investigation.

On 4/27/2003, at approximately 0900 hours, Officer Wong located a vehicle which had previously been reported stolen, parked in the 6200 bock of Huntington Avenue. During his discovery, he observed a subject sifting through items in the bed of the truck. Sergeant De La Campa arrived and took the subject into custody.

Arrested was Shannon Jason Yanos, a 39-year-old resident of Albany. Yanos book on a charge of possession of stolen property. He was released pending review by the Contra Costa County District Attorney’s Office.

On 4/28/2003, at approximately 2052 hours, Officer Zink stopped a bicyclist for an equipment violation near the intersection of Central Avenue and San Mateo. During the stop the bicyclist was searched and found to be in possession of a concealed fixed blade knife. Officer Zink took the subject into custody for carrying a concealed deadly weapon.

Arrested was Howard Orville Mart, a 42-year-old resident of San Lorenzo. Mart was booked at the El Cerrito Police Department and released per citation.

Report Number 03-8109

On April 28, 2003 at approximately 2121 hours Gary Romel Parker exited his vehicle on San Pablo Ave and attacked another Richmond resident with a baseball bat, as part of an on-going family feud. Parker hit the man on the head with the bat, opening a traumatic head wound. Parker was stabbed by the man in defense. After obtaining independent witness accounts of the incident Parker was interviewed and subsequently arrested at ECPD on May 20, 2003 for assault with a deadly weapon. The El Cerrito Police Department will seek a criminal complaint with the Contra Costa County District Attorney’s Office.

Report Number 03-8109

On 4/28/03, at approximately 2121 hours, officers from this department responded to Church’s Chicken at 11575 San Pablo Avenue upon report of a fight involving a subject armed with a bat. Upon the arrival of El Cerrito P.D. Officers, they took custody of one subject who had suffered an apparent stab wound to his abdomen. The subject, Gary Romel Kirven, a 26-year-old resident of Richmond, was subsequently transported by ambulance to John Muir Hospital in Walnut Creek.

Kirven related that he had been stabbed by "Bobby Smith" which is an alias of Robert Franklin Matthews. Matthews had fled the scene prior to the officers’ arrival. Preliminary statements by witnesses and involved parties suggest that Kirven had traveled to the area of Cutting Boulevard and San Pablo Avenue where he observed Matthews. Kirven assaulted Matthews with the baseball bat and pursued him inside Church’s Chicken. The altercation continued inside the restaurant which sustained damage to a glass windows and an interior wall.

Kirven claimed that he had been stabbed by Matthews during their altercation with a small knife he observed in Matthews’s hand. Kirven and his mother, who has a dating relationship with Matthews, claimed that Matthews had assaulted her and her daughter and broke into her home in Richmond earlier in the day.

Matthews, who had fled the scene was later contacted by Officer Garman and Officer Tam at 21st Street and Nevin Avenue in Richmond. The officers immediately determined that Matthews was in need of medical attention for head wounds. Matthews claimed that he suffered the wounds when Kirven struck him with a baseball bat. Matthews was subsequently transported by ambulance to Doctor’s Hospital in San Pablo.

The El Cerrito Police Department continues to investigate the fact and circumstances of this case.

On 4/29/2003, at approximately 1624 hours, Officer Rogelio Alvarez responded to Albertson’s located at the El Cerrito Plaza upon receipt of a reported shoplifter in-custody. The suspect had allegedly selected a half gallon bottle of gin, concealed it inside his jacket and left the store without making payment.

Arrested was Isaiah Smith, a 26-year-old transient. Smith was booked at the El Cerrito Police Department for petty theft with priors and transported to the Martinez Detention Facility.

On 4/13/2003, at approximately 1830 hours, Officer Barr responded to the Target store in El Cerrito upon receipt of a reported shoplifter who was in custody. The subject was allegedly responsible for a prior theft which occurred on 4/13/03.

On 4/13/2003, at approximately 1830 hours, Officer Barr responded to the Target store in El Cerrito upon receipt of a reported shoplifter who was in custody. The subject was allegedly responsible for a prior theft which occurred on 4/13/03.

Report Number 03-8230

On 4/17 /2003, at approximately 2100 hours, Officer Molica and a Safeway employee were standing outside the grocery store when a subject walked out the entrance doors. They noticed a large, rectangular bulge in his pant leg near his shin and called for him to stop. The suspect ignored them and fled. Officer Molica radioed for assistance and pursued the suspect on foot. The suspect was eventually located and apprehended in a residential area nearby.

Arrested was Joseph Daniel Parker, a 45-year-old resident of Pinole. Found in Parker’s possession was a set of keys that belonged to a stolen vehicle that was parked in the Safeway parking lot. No stolen Safeway merchandise was ever located/recovered. Parker was booked at the El Cerrito Police Department for auto theft and transported to the Martinez Detention Facility.

The District Attorney’s Office Declined to prosecute this case due to lack of sufficient evidence.
