On Sunday, April 30th, 2006 at 1005 hours officers were notified of a fraudulent use of an ATM card. The victim of the theft of the card reported the unauthorized use of an ATM card several times by a friend of the family totaling nearly $1000. The family confronted the suspect and then made the police report. The suspect is a 17 year old female from Richmond. She was contacted by the officer regarding the use of the card. The suspect returned nearly $400. The suspect was booked and released into the custody of her parent. The case will be forwarded to the juvenile probation department for disposition.

On Saturday, April 29, 2006, at 2335 hours officers responded to the corner of Donal Avenue and Scott Street on the report of a suspicious person near a parked vehicle. Officers arrived and stopped Jeffrey Zupan, a 39 year old Richmond resident. An investigation ensued and Zupan was arrested for being under the influence of a controlled substance, possession of a drug without a prescription and possession of a stolen financial access number. Zupan was also arrested on an outstanding arrest warrant. Zupan was booked and then transported to county jail.

On Saturday, April 29th, 2006 at 1910 hours officers responded to the Portola Middle School, located at 1021 Navellier St. on report of a woman dismantling commercial grade electrical metering boxes. Allison Landon, a 25 year old female from Berkeley was arrested for Burglary, possession of burglar tools and hypodermic syringes. Landon was transported to the county jail. The electrical boxes can be targeted by recyclers for various metals found inside.

On Saturday, April 29th, 2006 at 1830 hours officers learned of an employee that had processed several fraudulent credit applications involving four victims and two other suspects at Target, 11450 San Pablo Ave. The suspect was a 17 year old Richmond female. She had been an employee for the past five months. The juvenile used victim information obtained from a Home Depot store in Marin County by the other suspects. The fraudulent accounts were used to purchase nearly $3000 in gift cards by the suspects. The juvenile was booked and released to her parent.

On April 29th, 2006 at 0150 hours an officer conducted a traffic enforcement stop on a vehicle for registration violations. The driver, Curt Johanson, a 29 year old Mill Valley resident was arrested for an outstanding warrant. During the booking process he was found to be in possession of cocaine and methamphetamine. He was transported to the county jail on charges of possession of a controlled substance.

On Friday, April 28th, 2006 at 1830 hours an officer made a traffic enforcement stop on a vehicle at San Pablo Ave and Portola Dr. for registration violations. During the stop, a man approached the car and identified himself as the owner of the car. He provided a false name to the officer and it was determined that he had two warrants for his arrest under his true name. Wayne Preston, a 44 year old Brentwood man was arrested on the warrants. During the booking process he was found to be in possession of a small quantity of Suspected Methamphetamine. He was transported to the county jail.

ON April 26th, 2006 at 1945 hours officers responded to the 500 block of Albemarle Street on report of a possible fight. Officers arrived to find a 15 year old juvenile had attempted to hit an adult known to him with a shovel and a knife. The adult received no injuries. The juvenile was arrested and transported to juvenile hall pending review by the juvenile probation department.

On Tuesday, April 25, 2006, at 1359 hours officers were dispatched to The Guitar Center at 10300 San Pablo Avenue regarding a subject trying to pawn two stolen guitars. Officers arrived and conducted an investigation, which determined that the guitars had been stolen in a Richmond residential burglary, earlier that day. 25 year old Richmond resident, Travis Buchanan was arrested for possession of stolen property. Buchanan was booked and then sent to the county jail.

Report no.06-06943

On April 17th, 2006 the El Cerrito Police department was notified of an incident that had occurred nearly three years ago in May of 2003 in El Cerrito. A female victim of child molestation described an incident where the suspect had touched her inappropriately. The suspect was a person known to the family that had been babysitting the victim when the parents were out of town. The suspect was identified as Alan A Liu, a 36 year old El Cerrito resident. Liu also has a dental practice in El Cerrito. At the conclusion of the two month investigation, Liu was arrested on July 6th, 2006. He was booked into the county jail on three counts of a lewd act with a child. Charges have been filed with the District Attorney’s office. Liu has posted bail and was released from custody on July 8th pending a court appearance later this month. The investigation has shown no link between Liu’s dental practice and the victim.

On Monday, April 24th, 2006 at 1250 hours an officer conducted a traffic stop on a stolen vehicle at S. 47th, and Wall Ave, having followed it from San Pablo Ave and Manila Ave. The driver was identified as Jaime Arallano, a 32 year old transient. The car had been reported stolen to the Oakland Police on April 19th. Arallano was transported to the county jail..

On Monday, April 24th, 2006 at 0120 hours an officer conducted a traffic enforcement stop on a vehicle for driving without headlights on. The driver was determined to be driving under the influence of alcohol and was arrested. During booking, Ramon Tristan, a 37 year old San Francisco male was found to have a small amount of powdered cocaine in his possession. He was booked for DUI and possession of a controlled substance. He was transported to the county jail.

On Sunday, April 23rd, 2006 at 1600 hours an officer conducted a traffic enforcement stop at Potrero Ave and S. 55th St. the driver of the car identified herself with a driver’s license that was obviously not hers according to the picture on the license. When confronted with the identity crisis, the driver verbally identified herself as Angela Dossman, a 34 year old Oakland female. While searching her purse for identification, the officer located several pill bottles with the names removed. The bottles contained valium, codeine and several other controlled drugs. Dossman’s identity was confirmed and she was released pending lab tests on the pills and contact with the victim of the driver’s license. It was later determined that the license had been stolen in Berkeley during an auto burglary. The case has been forwarded to the district attorney office for prosectution.

On Saturday, April 22nd, 2006 at 1515 hours an officer contacted a suspicious male at the corner of Knott Ave and Kearney St. During the contact the individual was identified as Jack Jefferson, a 47 year old El Cerrito male. He was also found to be in possession of rock cocaine. He was arrested and after booking, was released pending the results of lab tests on the cocaine.

Report no.06-06693

On Friday, April 21, 2006 at 0009 hours the 7-Eleven store located at Stockton Ave and Albemarle St. was robbed at gun point. Two suspects had entered the store and one suspect purchased a small item. When the till was opened, the second suspect produced a gun and threatened the clerk. The clerk stepped away form the till and the first suspect collected the money and two cartons of cigarettes. The two then fled the store.

The store had excellent video of the robbery which aided the investigation greatly. A fingerprint was located on the cash drawer that was examined by the Contra Costa Crime Lab on a rush. The print identified the gun wielding suspect as a 16 year old Richmond juvenile living in the East Richmond Heights area. The two suspects were located inform to the suspects residence and taken into custody at 1630 hours. The store’s cash and some of the cigarettes were recovered. The gun was found to be an Air Soft pellet gun. The second suspect was identified as a 15 year old Rodeo juvenile. Both were transported to the Juvenile Hall on a single count of robbery.

On Thursday, April 20th, 2006 at 2045 hours an officer stopped Rodney Jackson, an 18 year old Oakland male for jaywalking at San Pablo Ave and Cutting Blvd. Jackson was found to have a warrant for his arrest from Solano County. During the booking process he was found to have a plastic bag containing 14 other smaller bags of cocaine and tar heroin. Jackson was booked on possession for sales of controlled substances. He was transported to the county jail.

On Thursday, April 20th, 2006 at 0950 hours officers responded to the El Cerrito Plaza on report of a security guard following a suspect of several thefts from business in the Plaza. Officers arrived at the El Cerrito Plaza BART station and contacted the suspect. He ran from the officers back to the EL Cerrito Plaza and was arrested after a foot pursuit into the mall area near Lon’g Drugs Store. Phuoc Hoang Huynh, a 30 year old El Sobrante male was found to be in possession of approximately $500 worth of CDs and DVDs from Albertsons and Barnes and Noble. Huynh was booked on two counts of theft with priors, burglary and resisting arrest. He was transported to the county jail.

On Wednesday, April 19, 2006, at 0745 hours detectives conducted a suspicious vehicle stop in the 1900 block of Francisco Way. They started an investigation that led to the service of a search warrant at a home in the block. The investigation led to the arrest of 44 year old El Sobrante resident, John Bell for possession of methamphetamine, 24 year old Antioch resident, Rafel Cajias for possession of stolen property and methamphetamine, 36 year old Richmond resident Lawrence Kellems for possession of methamphetamine and a warrant, 42 year old El Cerrito resident Rhonda Fraizer for possession of methamphetamine for sales, 28 year old El Cerrito resident Matthew Tang for possession of stolen property and 42 year old Mill Valley resident Stephanie Holder for possession of stolen property and deadly weapons. All of the suspects were booked and then sent to the County Jail.

On Tuesday, April 18th, 2006 at 2235 hours an officer made an enforcement stop on a vehicle for an equipment violation at Central Ave at San Mateo Ave. The officer was notified by the dispatcher that the car had been reported stolen to the San Pablo Police on April 14th. The driver of the car, Toshia Harrison, a 26 year old Albany resident and her passenger, Joseph Walter III, also of Albany were arrested without incident. During he investigation it was determined that Walter had no connection to the theft of the car and was released from custody. Harrison was charged with motor vehicle theft and driving on a suspended license and transported to the county jail.

Report no.06-06555 and 06-00733

On Tuesday, April 18th, 2006 at 1340 hours officers responded to the Bank of America, located at 10422 San Pablo Ave on report of a man trying to cash a counterfeit check. Officers located Alexander Weathersby, a 18 year old Oakland man inside the bank. Weathersby had presented his ID with a counterfeit check from a insurance company for payment of $650. He was arrested for forgery. He was also found to have an arrest warrant for another El Cerrito forgery case (06-733) that had occurred at Wells Fargo in January. Weathersby had passed another counterfeit check at that time. He was booked into the county jail on two counts of burglary and forgery.

Report no.06-06525

On April 17th, 2006 at 2210 hours officers were conducting a search for robbery suspects and saw two possible suspects get onto an AC transit bus at the Del Norte Bart Station. When the bus was stopped the two suspects were removed from the bus and one ran away, the second was taken into custody. On the bus a .380 caliber semi-automatic M-12 Cobray assault pistol (the pistol looks similar to a MAC-10) was located. The owner of the pistol was contacted and learned that he gun had been stolen. The suspect that was arrested was identified as Deshawn Shears, a 20 year old Oakland man on parole. The subject that ran was identified as William Agebekoh a 20 year old from Oakland. The pair was found not to be involved in the original robbery. The case is being forwarded to the District Attorney’s office for review.

On Monday, April 17th, 2006 at 1500 hours officer responded to the Bank of America located at 10422 San Pablo Ave. on report of a Forgery in progress. Margery Dana, a 23 year old Concord resident was arrested in the bank for forgery of a stolen check. The check had been stolen from outgoing mail earlier in the day. The check had been written to pay a bill and had already been altered. Dana was transported to the county jail.

On Saturday, April 15th, 2006 at 0800 hours officers responded to the Long’s drugs store on report of a possible counterfeit bill being passed. During the investigation at the store the suspect, Heather Gomez, a 21 year old from Richmond was found to have an arrest warrant for petty theft. During a search incident to her arrest, she was found to be in possession of a small quantity of methamphetamine and a glass pipe used to smoke the methamphetamine. Gomez was released on a citation for the warrant and pending lab tests on the methamphetamine. The suspected counterfeit bill was determined to be a genuine bill.

On Friday, April 14th, 2006 at 1055 hours officers responded to the area of Lexington Ave and Central Ave on report of a man stealing recyclables from the collection cans. Officers contacted Anthony Fazzio, a 45 year old male from Clearlake. During the contact Fazzio was found to be in possession of several dried mushrooms. Fazzio was arrested for being in possession of a controlled substance, the suspected Psilocybin mushrooms. He was released pending the results of lab tests on the mushrooms.

On Thursday, April 13, 2006, at 1013 hours an officer was dispatched to the Albertson’s store at 1000 El Cerrito Plaza regarding an embezzlement investigation. The officer investigated the incident(s) and then took 36 year old Richmond resident Annetreece Fairley into custody for making several fraudulent refund transactions, from which she took the proceeds. Fairley was Booked and then released on a citation.

On Wednesday, April 12th, 2006 at 1930 hours officers were flagged down in the area of Stockton Ave and Kearney St. on report of a beating occurring. The 17 year old victim sustained minor cuts and bruises after being struck and kicked during the attack. The suspects were detained a block away and three adults and one juvenile were arrested for an attempted robbery of the victim. The investigation led to the formal charging of only one suspect, Joseph Formica, a 20 year old El Cerrito male for assault with a deadly weapon.

On Tuesday, April 11th, 2006 at 1300 hours officers responded to the parking lot of the Dollar Store at 11555 San Pablo Ave. on report of a stolen vehicle that had been located by the victim. Officers arrived and learned that the victim had seen the suspect driving the car. The driver returned to the car during the investigation and he was arrested without incident. The suspect was identified as Angelo McGowan, a 44 year old Albany resident. The suspect was released into the custody of the Richmond Police to further their investigation of the reported car jacking of the car by McGowan.

On Tuesday, April 11th, 2006 at 1115 hours a school resource officer contacted two students seen leaving school during school hours. During the contact one of the two students was found to have a small zippered bag that smelled strongly of marijuana. Inside the bag the student had 31 individually wrapped baggies of marijuana. The amount of marijuana combined with an amount of cash on the student led the officer to place the student under arrest for possession of marijuana for sales. The student is a 17 year old from Richmond. The student was booked and released to his parent.

On Monday, April 10th, 2006 officers responded to the Cerrito Vista Park on report of juveniles lighting a fire. Officers contacted two juveniles, a 13 year old Richmond male and a 13 year old Oakland male. Witnesses confirmed the two suspects had lit the fire and led the officers to the burnt area. The two juveniles had been lighting a can of deodorant with a lighter and burned a two foot by two foot area of pine needles beneath the trees in the park near the tennis courts. It was also determined that the two were responsible for spray painting on a nearby van. The two were booked for arson and vandalism and released to their parents. The case will be forwarded to the juvenile probation department for disposition.

On April 9th, 2006 at 0025 hours, an officer conducted a traffic enforcement stop on a bicyclist located at Central Ave. and Yosemite Ave. for a municipal code violation. The bicyclist was identified as Randle Skinner a 52 year old Richmond male.

During the stop the officer discovered Skinner had two outstanding warrants. The officer to Skinner into custody and conducted a search incident to arrest. The officer located a plastic baggie containing a small amount of methamphetamine in Skinner’s possession during the search.

After booking Skinner was transported to MDF for the two outstanding warrants. This report will be forwarded to the District Attorney’s Office to file charges.

On April 8th, 2006 at approximately 1730 hours, officers responded to the 500 block of Kearney St. for an argument between neighbors. During the argument, 41 year old Milton Winstead threatened to inflict injury on his neighbor with a golf club. Officers arrested Winstead for making criminal threats. Winstead was booked at the El Cerrito Police Department and subsequently transported to the Martinez Detention Facility. The case is being reviewed by the District Attorney’s office and is pending their decision on the prosecution of the case.

On Saturday, April 8th, 2006 at 0330 hours officers responded to the 6500 block of Portola Drive on report of a disturbance. During the investigation, Cesar Vazquez, a 22 year old El Cerrito resident was taken into custody for an assault.

On Saturday, April 8, 2006, at 0254 hours an officer conducted a traffic stop in the area of Cutting Boulevard and San Pablo Avenue. The stop was made for open container of alcohol and expired registration violations. The officer conducted an investigation which to the arrest of 51 year old Oakland resident, Dorethia Smith. Smith was charged with driving under the influence of alcohol or drugs and possession of cocaine. Smith was booked and then sent to the county jail.

On April 7th, 2006 School Resource Officer Caputo was contacted by an El Cerrito High School Student who had just been accosted by another juvenile on campus. During Officer Caputo’s investigation, Officer Caputo discovered that a fifteen year old student from Richmond had cornered the victim and went through his pockets and removed several items. Officer Caputo located the suspect later in the day and took him into custody for robbery. He was booked and released to his parent.

On Friday, April 7th, 2006 officers responded to the Nation’s Hamburgers restaurant located at 6060 Central Ave. on report of a man harassing customers in front of the business. When the officer arrived the man was recognized as having been arrested on prior occasions for trespassing at the restaurant. Donnie Ray Royal, a 55 year old homeless man became enraged when the officer contacted him and while yelling profanities, he cocked back both hands over his head and tried to hit he officer. The officer was able to restrain Royal and take him into custody. Royal was booked for assault on a police officer and resisting arrest. He was transported to the county jail.

On April 6th, 2006 at approximately 2320 hours, officers observed a vehicle with expired registration from April of 2005 parked in the 1900 block of Francisco Dr. Officers conducted a traffic enforcement stop on the vehicle and contacted the driver, 27 year old Angelique Graham of Richmond. Officers discovered that Graham’s driver’s license was suspended. During the traffic enforcement stop, Graham was found to be in possession of a stolen driver’s license of a Berkeley resident. Graham was arrested for possession of stolen property and driving with a suspended driver’s license. Graham was booked at ECPD and subsequently released with a promise to appear.

On April 6th, 2006 at 1540 hours, an officer observed an Oldsmobile Ciera driving erratically on San Pablo Ave. at Hill St. A subsequent traffic stop revealed that the vehicle was reported stolen to the Richmond Police Department earlier in the day. Floydie Atkins a 22 year old from Richmond was arrested for driving a stolen vehicle and driving on a suspended license.

On Thursday, April 6th, 2006 at 1500 hours officers participating in the area task force aimed at arresting driver’s of stolen vehicles observed a suspicious vehicle at 23rd St and Emeric Ave in San Pablo. The 1998 Ford Taurus had pulled away from the curb while talking with a pedestrian as soon as the driver had seen the patrol car. When the officers activated the emergency lights the vehicle pulled into the parking lot of Richmond High School and then fled the vehicle on foot. The car had been reported stolen to the San Pablo Police approximately 20 minutes prior to the stop. The driver was arrested for possession of a stolen vehicle and was identified as a 14 year old San Pablo resident. He was released to his mother.

On April 6th, 2006 at approximately 1150 hours, ECPD Officers responded to California Check Cashing store located in the 11300 block of San Pablo Ave. An employee reported that the suspect, later identified as Steve Brewer, a 56 year old Richmond resident, was back in the business attempting to retrieve his ID card. Brewer had entered the business earlier in the day and attempted to cash a forged money order. Brewer was located IFO the business and taken into custody without incident.

During further investigation, it was discovered Brewer had an outstanding warrant from Solano County. After booking Brewer was transported to MDF for the outstanding warrant. This report will be forward to the District Attorney’s Office for review.

Report no.06-05829

On April 5th, 2006 at approximately 2120 hours, officers responded to a hit and run accident that occurred in the 6500 block of Moeser Lane. Upon arrival, a witness informed officers that a white male adult, later identified as Donald Tourte was the driver of the hit and run vehicle. Witnesses saw Tourte walk past the scene while speaking with officers. Tourte was soon detained by Officers at which time they determined Tourte was under the influence of an alcoholic beverage. Tourte, a 36 year old Alameda resident was arrested for driving under the influence, hit and run, and driving with a suspended driver’s license. Tourte was charged with felony driving under the influence due to several previous convictions for DUI. Tourte was booked at the El Cerrito Police Department and subsequently transported to the Martinez Detention Facility.

On April 5th, 2006 at 1600 hours, officers responded to Wells Fargo Bank for a forgery in progress. Bank employees reported a woman entered the bank and attempted to cash a stolen check. Upon the officers arrival they located Shariece Newson, a 20 year old Oakland resident attempting to leave the business. Bank employees identified Newson as the suspect and she was taken into custody without incident.

Upon further investigation officers discovered the check was stolen during a burglary in Richmond several hours earlier. After booking, Newson was transported to county jail.

Report no.06-05772

On Tuesday, April 4th, 2006 at 2115 hours officers responded to the 1600 block of Lexington Ave on report of an arson that had just occurred. A witness had observed the suspect run from a car to the side of a house and start a fire and then flee in the car. Based on recent problems with a known suspect making threats to the residents, detectives began a search for David Wengell, a 29 year old El Cerrito male. Wengell was located and arrested in Berkeley on Wednesday, April 5th. He provided a statement to the detectives regarding his whereabouts the previous night. A friend of Wengell’s was contacted and provided information linking him directly to the crime. He was transported to the county jail.

Report no.06-05626

On April 1, 2006, Officers from the El Cerrito Police Department responded to the El Cerrito Plaza for the report of a strong arm Robbery. Officer’s contacted three victims who said they had their cellular telephones, clothing, and some cash taken by six suspects that had been driving in a vehicle in the area. The vehicle was later located by a Police Department in another jurisdiction and the driver was identified. Follow-up is being conducted to identify the other suspects that were involved in this incident.

On August 8, 2006, the driver of the vehicle, a 17 year old male from Richmond was called to the El Cerrito Police Department by Detectives. He was placed under arrest after he admitted to his involvement in the Robbery.

On Saturday, April 1st, 2006 at 1330 hours officers responded to the Target Store, located at 11450 San Pablo Ave on report of a shoplifter in custody. Anthony James Davis, a 34 year old Fairfield resident was arrested by store personnel for stealing a $50 back pack. Upon booking Davis for the theft it was found that he had several prior convictions for theft. He was transported to the county jail on a charge of theft with priors.
