On Friday, June 30, 2006, at 1940 hours officers were dispatched to the 11300 block of San Pablo Avenue regarding a restraining order violation. The officers contacted and arrested 25 year old El Cerrito resident, Jodie Daniels. Daniels was booked for violating a restraining order and possession of stolen property. During Daniels detention, he damaged a jail cell. Daniels was booked on an additional charge of damaging the jail and for a parole violation. Daniels was transported to the county jail.

On Thursday, June 29, 2006, at 2022 hours officers were dispatched to the Target store parking lot at 11450 San Pablo Avenue regarding a physical fight in progress. The officers arrived and separated the combatants. The officers conducted an investigation and then attempted to arrest 40 year old San Pablo resident, Deborah Snell for battery. Snell became combative during her arrest and she made threats to harm the victim. Snell was arrested without further incident. Snell was booked for making death threats, battery and resisting arrest. Snell was transported to the county jail.

On Wednesday, June 28, 2006, at 1504 hours officers were dispatched to a forgery in progress at the Bank of America, located at 10422 San Pablo Avenue. The officers arrived and determined that a 14 year old San Pablo resident had stolen a check from his mother. The juvenile hired 19 year old San Pablo resident, Kuljit Toor and 18 year old San Pablo resident Mauriel Mercado to cash the stolen / forged check. The officers arrested the juvenile and Ms. Toor for the crime. They released Mr. Mercado at the scene. The juvenile and Ms. Toor were booked for forgery, burglary and criminal conspiracy. The juvenile was released to his parents and Toor was released pending case review by the District Attorney’s Office.

On Wednesday, June 28, 2006, at 0546 hours a Traffic Sergeant stopped a vehicle in the area of Cutting Boulevard and I-80. The stop related to a California Vehicle Code violation. The Sergeant walked up and contacted the driver and the driver drove from the scene. The Sergeant gave chase and then discontinued the pursuit, after he felt that he had obtained enough information to apprehend the suspect at a later date and in a safer manner. The suspect was identified as 31 year old Hercules resident, Ronald Kelly.

Detectives obtained a Ramey arrest warrant for Kelley. During their follow-up investigation, they determined that Kelley had fled to Las Vegas, Nevada. They later learned that Kelley was arrested by the Las Vegas Police Department for several new felony crimes.

On Monday, June 26, 2006, at 0809 hours officers were dispatched to the Safeway store at 10636 San Pablo Avenue regarding a meat theft. The officers arrived to find that the suspect had fled the scene prior to their arrival. Several officers checked the area and located a suspect nearby. An in-filed line-up was conducted and 52 year old Richmond resident Andre Manuel was identified as the suspect. Manuel gave the officers a false name and date of birth. Manuel was booked for burglary, falsely impersonating another, possession of a drug pipe and a parole violation. Manuel was sent to the county jail.

On Thursday, June 22nd, 2006 at 1835 hours an officer working during a Vehicle Theft Suppression Enforcement Team high saturation event in the El Cerrito area located a stolen vehicle in the 5200 block of Potrero Ave. The car was parked but running with a 17 year old Antioch male in the driver’s seat. He was taken into custody without incident. The car had been reported to the BART Police earlier in the day. The juvenile was released to his parents.

On Wednesday, June 21, 2006, at 1918 hours officers were dispatched to the Hollywood Video store at 11511 San Pablo Avenue regarding a theft. They arrived and determined that A suspect had entered the store with a bag hidden on his person. The suspect filled the bag with DVDs and then fled the store, activating the theft alarm. The store manager gave chase and saw the suspect flee on foot towards the Del Norte BART Station. Officers broadcast a description of the suspect and a person matching that description was detained by a BART Police Sergeant in front of the Del Norte BART ticket entrance. 20 year old Vallejo resident, Paul Velasquez was identified as the suspect. The DVDs were recovered. Velasquez was booked for burglary and grand theft. Velasquez was sent to county jail.

On Monday, June 19, 2006, at 2343 hours, officers responded to a disturbance in the 600 block of Liberty Street. The officers arrived and conducted an investigation. They determined that 34 year old Richmond resident; Felice Hunt had broken into a residence and had attacked her old boyfriend and his new girlfriend with a glass shard. One of the victims received a moderate cut to their face. The officers arrested Hunt for assault with a deadly weapon. They booked Hunt and then sent her to the county jail.

On Monday, June 19, 2006, at 2116 hours officers responded to 3328 Yosemite Avenue at the request of the Solano County Sheriff’s Office. The Solano County Sheriff’s office had 40 year old El Cerrito resident, Roger Murrington in custody and they asked us to conduct a parole search at his residence. Officers complied with the request and they located methamphetamine, syringes and evidence of methamphetamine sales. Since Murrington was already in custody, this case will be sent directly to the District Attorney’s Office for a complaint.

On Monday, June 19, 2006, at 1155 hours officers were dispatched to a forgery in progress at the Mechanics Bank branch at 9996 San Pablo Avenue. The officers arrived conducted an investigation. They arrested 24 year old Oakland resident, Rayshonda McLemore for attempting to cash a stolen / forged check. McLemore was booked and then sent to the county jail.

On Sunday, June 18, 2006, at 1908 hours an officer stopped a pedestrian for an El Cerrito Municipal Code at San Pablo Avenue and Central Avenue. The pedestrian was identified as 35 year old Richmond resident, Robert Avelar. The officer conducted a probation search of Alvelar’s person and he located a can of pepper spray. The officer placed Avelar under arrest for being a felon in possession of pepper spray.

The officer drove to Alvelar’s house and with the help of other officers, conducted a probation search. The officer arrested 37 year old Richmond resident, Marvin Brown for possession of methamphetamine, possession of stolen property and possession of a dead ly weapon. The officer arrested 26 year old Albany resident, Melissa Martinez for possession of a drug pipe, identity theft, possession of stolen property, possession of burglary tools and a parole violation. The officer arrested 39 year old Richmond resident Blaine Bilbrey for identity theft, possession of stolen property, possession of syringes and a parole violation. All of the suspects were booked and then sent to the county jail.

On Sunday, June 18, 2006, at 1615 hours an officer conducted a traffic stop at San Pablo Avenue and Carlson Boulevard. The stop was for a California Vehicle Code violation. The officer impounded the driver’s vehicle and during the impound search, he found methamphetamine. The officer arrested 42 year old Oakland resident, Sherry Minick for possession of methamphetamine, giving false information to the police and driving with a suspended license. Minick was booked and then cited.

On Saturday June 17, 2006, Officers were dispatched to Target located at 11450 San Pablo Avenue for the report of two people using stolen credit cards to purchase merchandise. When Officers arrived they confirmed the credit cards were stolen. A search of the suspects revealed they were in possession of many stolen credit cards and other personal information from several people. One of the suspects lied about her name and when her true identity was discovered she had several outstanding warrants for her arrest. Her real name was Ronnell Boswell from Richmond and the other suspect was a juvenile from Oakland. Ronnell Boswell was transported to the Contra Costa County Jail and the juvenile was transported to Contra Costa County Juvenile Hall.

On Saturday, June 17, 2006, at 1726 hours officers were dispatched to a man with a gun call at The Happy Garden restaurant at 11265 San Pablo Avenue. Officers arrived and started an investigation, determining that the crime was actually an armed robbery of a restaurant patron. As available officers searched the area, a Richmond Officer located a possible suspect sitting on a bus bench at San Pablo Avenue and Bayview Avenue. Officers made contact with 26 year old Hercules resident Revell Stevenson. The victim made a positive identification of Stevenson. Stevenson was found to be in possession of a replica “Glock” BB pistol and the money that had been stolen from the victim. Stevenson was booked for armed robbery and a probation violation. Stevenson was sent to the county jail.

On Friday, June 16, 2006, at 1945 hours, an officer stopped a vehicle with an expired registration in the 3400 block of Santa Clara Avenue. During the stop, the officer determined that two of the vehicle’s three occupants were on parole. The officer conducted parole searches and arrested 45 year old Richmond resident, Roseanna Harper for possession of methamphetamine for sales, possession of stolen property, identity theft, possession of a drug pipe and a parole violation. He arrested 25 year old San Pablo resident, Doyle Knight Jr. for possession of stolen property, possession of a drug pipe, being under the influence of a controlled substance and a parole violation. He arrested 46 year old San Pablo resident, Cheryl Knight for possession of stolen property, possession of a drug pipe and being under the influence of a controlled substance. All three of the suspect were booked and then sent to county jail.

On Friday, June 16, 2006, at 1402 hours officers were dispatched to the T-Mobile store at 3030 El Cerrito Plaza regarding a customer that had just assaulted a store employee. Officers arrived and found that the suspect had fled on foot towards the Plaza BART Station. A traffic officer that was just finishing a citation in the area located the suspect near the BART Station. When the suspect saw the officer, he fled on foot. The officer caught the suspect and placed him under arrest. The officer located a hidden open bladed knife of the suspect’s person. The victim arrived and positively identified the suspect. 21 year old Oakland resident, Kalima Hanible was booked for possession of a deadly weapon, assault and fleeing from the police. Hanible was sent to the county jail.

On Friday, June 16, 2006, at 0227 hours officers were dispatched to 6500 block of Gladys Avenue regarding a group of subjects that were drinking beer and throwing bottles. The first officer arrived on the scene and one of the subjects threw a beer bottle at his patrol car. The officer radioed for cover officers and then attempted to detain a subject that was fleeing the scene. The subject, 21 year old Richmond resident Randy Perez became combative and he had to be restrained. While the officer was restraining Perez, his friends became verbal with the officer, ordering him to release Perez. The friends started to move on the officer and arriving officers stopped any further attempts to free Perez. Perez was arrested and booked for resisting arrest and being intoxicated in public. Perez was sent to the county jail.

On Tuesday, June 13th, 2006 at 2045 hours an officer located a stolen Doge Neon as it drove northbound on San Pablo Ave at Fairmont Ave. The officer conducted a stop on the vehicle and the three occupants of the car were taken into custody without incident. The car was a rental car that had been reported stolen to the Sacramento Police on June 12th, 2006. The three occupants were released after an investigation revealed that the car was most likely reported stolen fraudulently.

On Monday, June 12th, 2006 at 0800 hours officers responded to the 6600 block of Central Ave. on report of a man stealing recyclables from the containers set to for collection. The officers contacted Joe Clayton, a 63 year old Richmond resident and learned that he was a sex registrant that was out of compliance with his registration requirement. He had last registered with the Berkeley Police in April of 2005.

Registrants are required in most cases to re-register every year on their birthday and every time they move.

Clayton was booked and transported to the county jail.

Report no.06-10201

On Sunday June 11th, 2006 at 2245 hours an officer took a report of a theft of two rifles from a home in the 200 block of Colusa Ave. The resident had a friend help move some furniture items on Friday, June 9th. The resident found a pawn slip showing that a rifle had been sold to the Old West Gun room. Detectives obtained an arrest warrant for Joel Shelton, a 36 year old Albany resident for the theft of the gun and possession of a firearm by a felon. Shelton was arrested by the Albany Police on the El Cerrito warrant on Monday, June 12th. A subsequent search of his resident failed to locate the second outstanding rifle. Shelton was transported to the county jail.

On Saturday, June 10th, 2006 at 1500 hours an officer stopped a vehicle at Potrero Ave and South 53rd St for a vehicle code violation. The driver presented a counterfeit driver’s license to the officer as identification. The officer was able to detect the counterfeit and placed Maurice Kelly, a 31 year old Richmond male under arrest for Forgery and False Impersonation. Kelly was also found to be driving on a suspended license. EH was booked and transported to the county jail.

On Saturday, June 10th, 2006 at 0240 hours an officer conducted a traffic enforcement stop on a vehicle at Cutting Blvd and South 50th St in Richmond. The driver, Alexander Barnes, a 21 year old El Cerrito male had been drinking but was under the legal limit to drive. During a search of the car for open containers of alcohol the officer located a pair of metal knuckles. The officer placed him under arrest and released him after booking with a citation.

On Saturday, June 10th, 2006 at 0200 hours an officer contacted a man walking in the area of Central Ave and San Mateo Ave. Brendan Carlton, a 34 year old Richmond resident was known to be on probation and a search of his person discovered a shaved key, a small amount of methamphetamine and pipe to smoke the drug. Shaved keys are commonly used to steal cars such as the Honda, Toyota and Saturn products. Carlton was arrested and released on a citation for being under the influence of a drug, possession of drug paraphernalia and burglar tools. Carlton faces possession of a controlled substance charges after lab results are obtained on the methamphetamine.

On Saturday, June 10th, 2006 at 0055 hours an officer conducted an enforcement stop on a vehicle at San Pablo Ave and Schmidt Ln. During the stop the officer learned that both the driver and the passenger had warrants for their arrest. They were both arrested fro the warrants. The driver, Lionel Holmes, a 42 year old Oakland male was found to be in possession of a glass pipe and a crystalline substance in his pocket, suspected to be methamphetamine. Both Holmes and his passenger were released from custody on citations.

On Friday, June 9th, 2006 at 0900 hours officers came across three juveniles sitting on the BART path, south of Stockton Ave that were smoking what appeared to be marijuana. The officers contacted the three, aged 15 to 17 years old. Two lived in El Cerrito and the third lived in Richmond. The 17 year old from El Cerrito was found to have over a quarter of an ounce of marijuana packaged for sales. The juvenile made statements on his intent to sell the marijuana. The three were booked and released to their parents. The case will be forwarded to the juvenile probation department for disposition.

On Tuesday, June 6th, 2006 Detective Tang arranged for the surrender of a suspect of a theft occurring in December 2005 at the Staples store located at 11545 San Pablo Ave.. On December 23rd, 2005 officers took a report of a theft of a wallet from an employee area. The suspect used the victim’s credit card to buy a computer before Christmas. The wallet then suddenly reappeared at the business. Photographs were obtained of the suspect using the card and he was found to be a co-worker of the victim. Edward Marsh, a 25 year old Oakland male was identified as the suspect. He turned himself in to Det. Tang and brought the computer that he had purchased on his co-workers credit card with him. He stated that he felt guilty about the theft every time he turned on the computer. Marsh was booked and transported to the county jail.

On Monday, June 5th, 2006 at 1815 hours Chief Kirkland observed an unregistered motorcycle in the area of Key Blvd. and Humboldt Ave. The driver of the motorcycle attempted to hide between two nearby apartments. He was contacted and it was determined that Charles Berg, a 40 year old El Cerrito resident had a felony arrest warrant for possession and transportation for sales of methamphetamine, Mr. Berg was booked and transported to the county jail.

On Monday, June 5th, 2006 at 1705 hours officers responded to the 800 block of Lexington Ave on report of a battery. Officers arrived and contacted the involved parties that been in a physical fight. At the conclusion of the investigation the officers placed Alphonzo Jackson , a 29 year old El Cerrito resident under arrest for assault. He was transported to the county jail.

On Sunday, June 4, 2006, at 1414 hours an officer was dispatched to the Target store at 11450 San Pablo Avenue regarding a theft. The officer arrived and conducted and investigation which led to the arrest of 29 year old Richmond resident Isaiah Smith for stealing batteries, a Compact Disc player and a Compact Disc. Smith was booked for burglary and petty theft with priors. Smith was sent to the county jail.

On Saturday, June 3, 2006, at 2227 hours officers conducted a traffic stop in the 500 block of Lexington Avenue. The stop was made for a Vehicle Code violation. The officers conducted an investigation, which led to the arrest of the driver, 25 year old Oakland resident Todd Skinner for driving a vehicle while under the influence of alcohol and /or drugs. Skinner was also arrested for possession of methamphetamine, possession of drug paraphernalia and being under the influence of a controlled substance. Skinner was booked and then cite released to a family member.

On Saturday, June 3, 2006, at 2000 hours officers conducted a bicycle stop in the area of San Pablo and Potrero Avenues. The bicyclist, 40 year old Richmond resident David Freeman was riding his bicycle without a helmet, in violation of the El Cerrito Municipal Code. The officer conducted an investigation, during which Freeman informed the officer that he was in possession of methamphetamine. The officer arrested Freeman for possession of methamphetamine. During booking it was determined that Freeman was on probation for possession of methamphetamine. Freeman was also booked for a probation violation. Freeman was sent to the county jail.

Report no.06-09483

On Thursday, June 1st, 2006 at 1805 officers responded to a robbery that had just occurred in the Target parking lot located at 11450 San Pablo Ave. The suspect was being chased by numerous witnesses on foot, by bicycle and by car. The suspect had taken a woman’s purse from her shoulder. She had struggled for the purse and he had pulled the strap from her grasp and flung her to the ground. She sustained only minor scrapes. The suspect then led the witness pursuers on a foot chase of over five blocks to the 4800 block of Overend in Richmond. During his flight he dropped the woman’s purse and his jacket that contained his parole paperwork. Reginald Freeman, a 27 year old Richmond resident was taken into custody as he hid in a side yard on Overend. Freeman, currently on parole for robbery is a three strikes candidate. Freeman stated he had wanted to go back to jail and so had decided to rob someone today. He was transported to county jail on charges of robbery and a parole hold.

On Thursday, June 1st, 2006 at 1000 hours officers responded to a man with a gun call in the 2600 block of Sonoma Ave. Reportedly Joseph O’Sullivan, a 39 year old El Cerrito resident had brandished a gun at his wife. Joseph was taken into custody at Key Blvd and Conlon Ave without incident. The handgun and a rifle were removed from the residence. The case against O’Sullivan will be presented to the District Attorney’s office for review of the case.

On Thursday, June 1st, 2006 at 0950 hours an officer observed a suspicious vehicle in the 600 block of Albemarle Street. A records check on the vehicle showed that it had been reported stolen to the Oakland Police on May 18th. A passenger was still in the car, while the driver had entered a house in the block. The passenger Robert Wiley, a 40 year old male from Richmond was detained and released pending further investigation. The driver, Jennifer Bowie, a 29 year old San Pablo resident was booked on motor vehicle theft and possession of stolen property charges. She was transported to the county jail.
