Report no.06-15805

On Thursday August 31st, 2006, an officer responded to Mechanics Bank located at 9996 San Pablo Ave. for a report of a forgery that occurred the day before. Bank employees reported that the suspect entered the bank and attempted to cash a suspicious check. During the investigation, the officer identified the suspect as Jacqueline Mendoza of Richmond and confirmed the check was stolen from a business in El Sobrante.

On 9/21/06, around 1000 hours, Mendoza was located in Richmond by Detectives and placed under arrest for forgery. Mendoza admitted to attempting to cash the check. Mendoza was transported to the county jail after booking. This case will be forwarded to the Richmond D.A.’s Office for review.

Report no.06-15688

On Tuesday, August 29th, 2006 at 0140 hours an officer stopped a vehicle for a traffic violation at San Pablo Ave and Potrero Ave. The drive, Samantha Gullotto, a 30 year old Richmond resident was driving without a license. In an attempt to identify the driver it was determined that she had a counterfeit license in her purse. This led to further investigation in the car which revealed that she and her two passengers, Darylle Jefferson a 32 year old Richmond resident and Melvin Morris Jr. a 30 year old Richmond resident were all in possession of various victim’s checks, ID’s and credit cards. They were all booked on charges of possession of stolen property and controlled substances. The investigation revealed ten victims. Most of the items had been stolen from the mail. All three were transported to the county jail.

On Sunday, August 27th, 2006 at 1450 hours officer responded to the Target store at 11450 San Pablo Ave on report of a Shoplifter in custody. Patrick Royster, a 45 year old Richmond male had selected over a $140 worth of CD’s and tried to remove the price tags. He then left the store without paying for the CD’s. He was arrested by security when he left the store. Royster has numerous prior convictions for theft and was transported to the county jail on charges of theft with priors.

On Saturday August 26th at 0345 hours, officers conducted a traffic stop on a vehicle driving without headlights. Officers contacted 25 year old Richmond resident Lamarcus Clash. Officers determined that Clash was driving under the influence of an alcoholic beverage. Clash was driving an unreported stolen vehicle and was found to be in possession of stolen property from recent auto burglaries that occurred in Albany. Clash was arrested for possession of stolen property, auto theft, and driving under the influence of an alcoholic beverage. Clash was transported to county jail.

On Friday, August 25th, 2006, at 2000 hours, officers were dispatched to the Albertson’s Store at 1000 El Cerrito Plaza regarding a reported theft. Officers conducted an investigation and determined that 18 year old Berkeley resident, Jhomo Dawdu entered Albertson’s with the intent to steal alcohol. Dawdu was arrested for burglary and subsequently transported to county jail.

On Wednesday, August 23rd, 2006 at 0900 hours officers responded to the 600 block of Liberty St on report of a disturbance. The investigation revealed that Baljinder Singh, a 29 year old El Cerrito resident had assaulted a woman causing minor injuries. The officers placed Singh under arrest and he was transported to the county jail.

Report no.06-15065

On Saturday, August 19th, 2006 at 2200 hours an officer conducted a traffic stop on an August Miles and located an outstanding DUI warrant from 1992. During booking it was determined that Miles was a registered sex offender that had not registered in 10 years. His last known address was in San Bernardino. He had last registered in Oakland. Miles was transported to the county jail on the warrant for his arrest and the failure to register as a sex offender charge.

Report no.06-14952

On August 18, 2006, two El Cerrito Police Department Detectives observed a subject standing in the middle of the roadway on San Pablo Avenue near Stockton Avenue blocking traffic. As the Detective’s observed the subject they could see he was acting strangely and wanted to check on his mental status. As the Detectives approached the subject and asked to speak with him he refused to speak with them and walked away. As the Detectives followed the subject he turned around and faced them and raised his arms in a fighting stance. As the Detectives grabbed the subject to take him into custody he struck one of them in the face with his fist. A struggle began and the subject resisted arrest. Other Officer’s arrived on scene and the subject was taken into custody for Battery on a Police Officer. The subject was identified as Ryan Collins, a 27 year old male who lives in Richmond. Collins was transported to the Contra Costa County Jail. The officer sustained only minor injuries.

On Thursday, August 17th, 2006, at 1906 hours, El Cerrito Police officers responded to Washington Mutual located at 9950 San Pablo Ave. for a report of a suspicious vehicle parked in the parking lot detail. Officers contacted the three subjects sitting inside the vehicle, identified as Charles Jackson of Pinole, Peter Otten of Richmond and Penny Hernandez of San Pablo. During their investigation, officers found several unreported stolen checks in their possession.

All three subjects were transported to El Cerrito PD for booking. After booking they were transported to MDF. This case will be forwarded to the Richmond D.A.’s office for review.

Report no.06-14800

On August 15, 2006, an Officer of the El Cerrito Police Department observed a woman driving a Toyota Camry that had been reported stolen to the Richmond Police Department on August 14, 2006. A vehicle enforcement stop was conducted on the vehicle and the driver, Teresa Knight, was taken into custody without incident. Knight was transported to the Martinez Detention Facility after booking.

Report no.06-14726

On Monday, August 14th, 2006, an ECPD officer was dispatched to Longs Drug located at 670 El Cerrito Plaza for an embezzlement detail. The Longs Drug security manager reported that Keidra Owens, an employee stole three money orders worth approximately $1450.00.

Detectives conducted follow-up and contacted Owens. Owens agreed to turn herself in to detectives. During the interview Owens admitted to her involvement with stealing and cashing the money orders. After booking, Owens was cited and released.

This case will be forwarded to the Richmond D.A.’s Office fro review.

On Saturday, August 12th, 2006, at 2136 hours, El Cerrito Police officers responded to the Long’s Drug store, located at 670 El Cerrito Plaza regarding two suspects attempting to pass counterfeit bills. Officers located 20 year old San Pablo resident Jamall Robinson and 26 year old Oakland resident Michael Robinson in the plaza area. During the investigation, officers determined both subjects attempted to purchase merchandise at Long’s Drug with a counterfeit $20.00 bill.

During booking the suspects were found to be in possession of other forgery items. Both subjects were transported to MDF after booking.

Report no.06-14415

On Thursday, August 10th, 2006 at 1355 hours an officer conducted a traffic enforcement stop at Potrero Ave and 55th Street. The driver of the vehicle, Travante James, a 20 year old Richmond resident smelled of marijuana. During a subsequent search of the vehicle the officer found a small amount of rock cocaine that James admitted owning. James was booked on possession of a controlled substance and released pending the results of lab tests on the suspected cocaine.

On Monday August 7th at 1445 hours, officers were dispatched to the Shoe Pavilion store at 460 El Cerrito Plaza. regarding a reported theft. Officers conducted an investigation and determined that 47 year old Fairfield resident Yvonne Garnett entered Shoe Pavilion and stole two pairs of shoes. Garnett was arrested for theft and transported to county jail.

On Monday August 7th at 0500 hours, officers were dispatched to the 2600 block of Sonoma Ave. regarding a reported theft of a garden statue. Officers circulated the area and soon located a vehicle matching the description of the suspect vehicle. Officers conducted a traffic stop on the vehicle and contacted 23 year old San Pablo resident, Teresa Knight and a 14 year old juvenile in possession of the stolen garden statue. Both Knight and the juvenile were arrested for grand theft. Knight was transported to county jail. The juvenile was release to parents at the El Cerrito Police Department.

On Sunday, August 6th, 2006 at 1545 hours officers responded to the Target store located at 11450 San Pablo Ave. on report of a shoplifter in custody. Thomas Crump, a 33 year old El Cerrito male had entered the Target store and taken a DVD player without paying. When contacted by the store security officers he put up a brief struggle before being placed under citizen’s arrest. No injuries were sustained by the store personnel. Crump was booked on a charge of robbery and transported to the county jail.

On Sunday August 6th at 1455 hours, officers were dispatched to the Safeway store at 10636 San Pablo Ave. regarding a reported theft. Officers conducted an investigation and determined that 56 year old Emeryville resident Howard Parker had entered Safeway with the intent to steal food. Parker was arrested for theft. Parker was transported to county jail. Parker had been arrested last month for stealing from Target stores as well.

On Friday, August 4th, 2006 at 0920 hours an officer observed a man pushing two bicycles down the street with price tags still attached. The officer contacted the man at San Pablo Ave and Blake Street to determine if the bicycles had been purchased or had just been stolen. During the contact the man verbally identified himself with a false name. He was found to have an arrest warrant for drug charges. He was arrested on the warrant. The bicycles were found to have been purchased earlier in the morning. Vaughn Balagot, a 46 year old San Francisco male was booked on the warrant and found to be in possession of a small amount of rock cocaine. He was released on a citation for the warrant and released on the new drug charges pending lab tests on the substance.

On Thursday, August 3rd, 2006 at 1740 hours officers responded to the Apartment complex at 6500 Donal Ave on report of a disturbance. After an investigation, officers arrested Tansania Street, a 24 year old El Cerrito resident for assault with a deadly weapon, a knife and arrested David Cornelious for being a felon in possession of a firearm. Both were booked and transported to the county jail.

Report no.06-12074

On August 16th, 2006, at 1817 hours, ECPD officers were dispatched to Bank of America located at 10422 San Pablo Ave. for a forgery in progress. Bank employees called and stated a Brazilian male was inside the bank attempting to cash a suspicious check. ECPD officers arrived on scene and detained the male, identified as Yonathan Golan of El Cerrito. During the investigation, officers determined the check had been reported stolen to San Francisco Police during a burglary.

Golan was transported to El Cerrito PD for booking. After booking Golan was released when it was determined that he had been victimized accepting the check as payment for a transaction.

Report no.06-08296

On August 3rd, 2006 Detective Wentworth arranged for Michael Kirk, a 43 year old Hercules resident to turn himself in at El Cerrito Police Department on an arrest warrant for receiving stolen property. Kirk had tried to sell a chainsaw and a leaf blower to a repair shop that recognized the owner’s marks on the items and contacted the police. The items had been stolen in Benicia from a landscaping company on May 15th, 2006 and Kirk had tried to sell the items that afternoon. The items were recovered and returned to the owners. Kirk was transported to the county jail.
